Cutting off their public funding could result in them engaging in mass riots and taking what they want. Probably the only solution is to implement Eastern Bloc tier border controls to stop all illegal immigration and then get as many out in any way possible before they realize that they won't be able to get back in. Still, you're going to have a left over of millions of these people that seem to get more problematic with every generation.
