My guess would be he's trying to use the scope in lieu of binoculars, so he's making absolutely sure he's nowhere near the trigger so he doesn't accidentally shoot the thing he's just trying to look at.

That's actually wild that was only 20 years ago.

There has to be some kind of Mandella effect type of term for how periods of time get mushed together in your head. Everything from like 2000-2015 in my head is all mixed up and there's no way I could put a bunch of unrelated events from those years in chronological order.

Maybe... That looks like a red-dot sight, not a telescopic sight.

Even if it were a telescopic sight, the optics are configured to the length of pull of the shooter.

If this were a telescopic sight and he was looking at it from the position shown, he would only be seeing a very small dot of the magnified image, and only then, if he kept the orientation between the rifle and his eyes precisely aligned.

I suspect this is a shoop.

It really doesn't make any sense. Add to what you wrote, the fact that rifle is at such an angle that the old guy would be looking at the top of a 3 storey building while only being 50 yards from it.
