Looks like a dot sight, thsnks.My guess would be he's trying to use the scope in lieu of binoculars, so he's making absolutely sure he's nowhere near the trigger so he doesn't accidentally shoot the thing he's just trying to look at.

It really doesn't make any sense. Add to what you wrote, the fact that rifle is at such an angle that the old guy would be looking at the top of a 3 storey building while only being 50 yards from it.Maybe... That looks like a red-dot sight, not a telescopic sight.
Even if it were a telescopic sight, the optics are configured to the length of pull of the shooter.
If this were a telescopic sight and he was looking at it from the position shown, he would only be seeing a very small dot of the magnified image, and only then, if he kept the orientation between the rifle and his eyes precisely aligned.
I suspect this is a shoop.
