The 30s and 40s had low murder rates because most people in that demographic were sent overseas to shoot other country's people. Back then you could order a full auto machine gun for $50 from a mail order catalog with no I.D. or background checks, yet zero school massacres, and overall historic lows for violent crimes. (No pointy hats in NYC either)
In fact my gramps was a NYPD beat cop in Harlem for 20 years and never even drew his service pistol once.
