I don't know if the State Athletic Commissions have declined it.

The current TUF 23 contestant Helen "Hellraiser" Harper had a match against Cortney Casey in 2015 (before Casey was in the UFC) which Harper claims was won by Casey only because she got an illegal knee to the groin ruled a TKO by the referee. Harper claims that she should have been given time to recover from the illegal knee to the groin had the ref called it properly.

So, yes, groin shots are not supposed to be allowed for women either.
