At the satellite city hall, you make your appointment in advance then they text you to the counter assuming you already were there some time in advance.
 
Overall around the world it's gotten worse I think in some countries it's not looked as not being polite just a way of doing things. I know waiting to board a plane in some places in the middle east they don't wait for
people with disabilities , small childen etc
first class
business class
reward members
then by groups.

In that order they all smash in the front even though the airliners announce who can get on the plane .
