Having dealt with this in Northern California when my mom's house got burnt to the foundation, their absolutely is safety concerns with gas lines, chemicals, and other serious health hazards that are left behind after the fire. You do need to be careful with having the homeowner doing the clean up themselves. My mom was however able to go to her lot within a week after the fire however. It was a coordinated clean-up effort and it actually went pretty quickly. My company processed all of the broken concrete from the foundations which we turned into recycled base rock.
The main issue my mom ran into was she got screwed over by a contractor to the tune of $80K. They did it to a bunch of people where they were taking payments and not delivering on service and in the cases where they did they did a horrible job. Fortunately those assholes got charged and thrown in jail.

That's pretty reasonable tbh, gas lines would be horrible to be left to anybody to handle alone after a fire. Shit could turn into a catastrophe.
