Jones did enter the HW division after Ngannou left. That's why he had 0 heavyweight fights before Ngannou left. Ngannou left in January, Jones then immediately signed to fight Gane and fought him in March.

But JJ is even in a higher level, as he easily beat Gane and Miocic and now is gonna face someone who's in an even higher level from all HWs prior to that, Tom Aspinall! I think like Khabib's father said, JJ was chosen by God.

Holding up the division is up there with one of the worst things you can do. But ultimately it falls on Dana. I guarantee you this is what happened:

Jones said he wouldn't fight Tom unless the UFC provided a huge payday.
UFC provided the payday and Jones said lol jk
Now Dana is hoping that Jon will just change his mind at some point.
