Maybe by putting these kids into programs we can expose them to people who can teach them these values instead of just saying “fuck it the parents suck. Good luck kid.”

Earlier generations didn't need these programs because values were taught at home. The government can't raise children as well as good parents. Not even close. These programs are an expensive way to produce relatively little results.

No, just stop with the welfare and lazy people will stop having babies just to get an extra check. Raising minimum wage will just contribute to inflation and eliminate entry level jobs. And of course allow law enforcement to do their jobs so people will once again fear the consequences of breaking the law.

I don't think you can stop the welfare for kids that are already alive but over here we have a rule where you can only get financial support for your first three kids and none for anything after that, so maybe something like that could work.

None of that would have any effect. Single parent households, lack of personal responsibility and societal acceptance of degenerate behavior are the root causes. The only thing that can be done is to penalize this behavior, not reward it by chucking money at it.
