Would be very hard to sell anyone in the division as legit knowing the best guy lost to the champ who just retired. Almost better for Tom to continue steamrolling the division without risking him losing to a guy with no future value.
I don't think Tom losing to Jon is likely, but that's the only reasoning I can see that makes any sense.
