If an US politician or government official was a russian spy, he would not be a russian spy, but a double agent working for Russia which is less likely to happen by nature, flipping someone is harder than recruiting him since he already works for someone else.
A russian spy inside the government or an institutition, is most likely to be passive, to avoid drawing suspicion and getting caught. There is no interest in him gathering intelligence randomely, what the US government would in it's next policies, is not important to the russians since it won't impact them.
The spy would be given specific tasks, such as intelligence on the US involvements on the war in Ukraine. Stealing technologies is more a chinese thing as you can see. There is nothing really interesting for the Russian in the US.
I always said that Trump is not a russian spy, and that were false rumors created by some people in the US, even if the russian and israeli have tapes on him with whores.
Trump has a high clearance within the US intelligence community, simply because he is a president of the country.
