I highly doubt there's intelligent life in our own solar system since we havent received any communications via radio waves. But the larger point stands.We have "observed" essentially nothing.
We have observed some light from stars at varying distances and supposedly have rovers on Mars, landed briefly on Venus with 1970s tech and did a flew fly by's of gas/ice giant outer planets.
We haven't even sent probes to the most likely possible sources of life in our own solar system (subsurface oceans).
There could be unfathomable amounts of life at any given time and we would never obersve it due to the enormous distances (as well as time) which are effectively insurmountable based on our current knowledge of physics.
