A major state audit in Minnesota conducted by the nonpartisan Office of the Legislative Auditor found widespread failures and internal control problems in the Department of Human Services’ Behavioral Health Administration grant program, reaffirming concerns about massive fraud issues.

The report, released on Monday, found that between July 1, 2022, and Dec. 31, 2024, DHS dished out more than $425 million in grants to 830 organizations, the majority being nongovernmental, and did not show proper oversight in watching over those taxpayer funds, which in many cases were meant to help those with addiction and mental health issues.

The audit found missing progress reports and discovered BHA could not show it had completed all required monitoring visits and had no documentation at all for some of them.

Additionally, auditors discovered what appeared to be backdated or newly created documentation that did not exist before the audit, suggesting an effort to retroactively manufacture paperwork to show compliance.


Minnesota’s government agencies are already under heavy scrutiny amid a fraud scandal that prosecutors say could total as much as $9 billion and has already forced Gov. Tim Walz to drop his re-election bid.

"Today’s shocking report by the Legislative Auditor shows a culture of pervasive fraud, negligence, and deception," Republican House Speaker DeMuth said about the report.

"We need answers immediately about the apparent backdating and potential falsification of documents found during the audit…It’s time to clean house and restore honesty and accountability in state agencies."

Ultimately, the report concluded that the state government "did not comply with most requirements tested for mental health and substance use disorder grants and did not have adequate internal controls over grant funds."

"The audit makes clear that DHS leadership has failed at every level. Employees were not properly trained, oversight was ignored, and accountability was missing, from Governor Walz, to Temporary DHS Commissioner Gandhi, to BHA managers. DHS needs a full reset, starting with leadership, training, ethics, and oversight," Koran said in the press release.

Step 1: Have daycares with questionable things going on that should be looked into. And they were looking into them since 2018... but not action taken to either clear the name or charge the ones in fraud just investigations that lead nowhere (except for the feeding our family fraud)

Step 2: Have one in particular go viral for allegedly having no children at it yet receiving millions of state funds

Step 3: Have your own inspectors go in, and say the video is lying/misleading and that the daycare is operating as expected. Just some minor safety/paperwork errors

Step 3.5: Have the Governor under fire announce no re-election 4 months after anouncing re-election- which makes him and the party look guilty

Step 4: After saying your inspectors found nothing significant amiss.... pull their permit. Thus giving the implication to the masses that attack dog youtubers do better inspections than the actual state inspectors.



I wonder what obstuse explanation they'll try to give for why a week ago their inspectors said everything was fine, and now their permit has been pulled. Since the site has been giving tours and adamantly saying they're staying open, I don't think they just closed due to safety concerns after being put in the spotlight so looks like MN pulled their permit.

And that is just an audit of a single program in a single government agency, not including the child card and food programs.

It's all CYA. I'd give anything to hear internal discussions among the leadership at Minnesota's DHS and MDE the last few weeks. If they're smart, and that's not a given, none of these discussions should be in text or email... But god, I hope they did use email.

And this time... Instead of just going after the proprietors of scammers running these sites, Government employees need to be prosecuted. It was a systematic enabling and cover up.
