Generally when they're children. In fact, the number one question on the Hare Test that raises alarms for Psychopathy is the abuse/torture/killing of animals as a child. However, they tend to graduate to human targets as adults, as animals don't provide the same "thrill".I read somewhere that a couple in the same town reported their dog had been killed and skinned two weeks before the murders. May be unconnected, but given a lot of serial killers like to torture and kill animals as well...
If there was a connection, it could possible mean the killer is younger in age (18-22?), and the killing of the dog wet the appetite, inspiring him (usually males), to graduate onto human targets, near his age and ones he's familiar with (fellow students?). I'm sure the FBI profilers involved with the case are doing deep dives on this.
