Real American Hogan has a decent shot.

NWO Hogan has Steiner, Bagwell, Nash, Hall, Bischoff etc run in to help and still loses in my opinion.

Both have glaring weaknesses in their game. But Hulk Hogan has by far the biggest problem.

The Hulk merely needs to get angry to tap into his best powers. But Hulk Hogan is essentially a vampire. He needs to feed on the energy of his Hulkamaniacs to reach his apex skills. So unless the fight is a Wrestlemania or some such event, it's a non-starter. And even if it were at Wrestlemania, all the Hulk would have to do is just kill all the Hulkamaniacs, at which point he is just fighting a 66 year old man.

And even if Hulk Hogan does have the Hulkamaniacs, his cardio is dependent on their cardio. And Hulkamaniacs are all morbidly obese and spent most of their energy walking from their car to the stadium. The Hulk only needs to withstand about 90 seconds of Hulkamania before Hogan is helpless again.

Now that I visualize it, that would be terrific. The Hulk just running around smashing thousands of people to death.
