Russian soldiers and Russian supported separatists occupied the Donbas. Civilians were caught in the crossfire. It's 2014 Ukraine hardly the surgical artillery force they are now.
You don't get to send your troops into a foreign country amongst civilians and accuse them of shelling civilians when they fight back.
