you act like that is an effect specific to black areas. The 'booming black areas' declined right along side the 'booming white areas' throughout the 60's 70's and 80's as a result of increased international competition and the decline of manufacturing and production economies in the US in general. The 'booming' areas of the 90's and today, are tech centric and occurred in areas lacking in either significant minority presence to begin with, areas where gentrification had already white washed the area following the aforementioned declines, and...more importantly, are happening in areas strictly under democrat control ANYWAY.
