How can the UFC specify to the Athletic Commission when an athlete may be exempt from testing?

Sigh - no one is exempt from anything. The UFC simply treated Brock as a new hire instead of an unretired fighter because Brock retire prior to the implementation of USADA. The commission is not impacted in anyway as this is solely an internal UFC matter.

The very policy that contains the 4 months of testing for previously-retired fighters requirements contains the exception being used in this situation. It's right in the article you linked to.

The exemption is for the UFC's testing policy (which is undertaken by USADA). It has nothing to do with the commission's testing (in fact, the NSAC resents USADA's involvement in combat sports testing to begin with). The exemption basically states that Brock doesn't have to undergo the 4 month pre-testing period like other returning fighters have to. Honestly, I don't think it's that big of an issue.

Yeah they totally made sure to keep under wraps the test that NSAC wasn't even supposed to be performing(recreational drugs out of competition) until after Jones had fought. Even though testing positive for metablolites found in cocaine isn't banned out of competition.

I think you two underestimate how much TV the TS has watched in his life. He doesn't need every detail to know how this story ends.

It's my fault. I thought TS was actually seeking information and knowledge, not looking for an opportunity to bask in his own willful ignorance. I must be living in la la land.
 
When he was snorting coke, tested, failed, then fought Cormier, then magically his results were found!

Are you saying the fight should have been stopped? Because the only way that could have happened was if the UFC thought Jones had violated the UFC code of conduct by testing positive for cocaine (and that's completely up to their discretion). As it happens, they didn't see it that way. Honestly, there is probably a pretty good argument that the results never should have been released as cocaine isn't a banned substance out of competition according to WADA.
