Also, the program is not for the administration of the chips, but just addresses setting up the best practices in there use. The overall bill is about funding to help with specific mental disabilities.

I do want to have discourse, that is why I post facts to support my arguments instead of ad-hominem. I don't find any satisfaction on name calling on the internet as only total pussies do that. I will admit that the US Mental Health system needs improvement but I don't think it is possible. I've always been of the opinion the day the asylums shutdown (yes, there were cases of abuse and neglect but this was what... the 50s when a lot of this stuff people didn't know how to handle) is the day the US mental health system was doomed.
