It is a small group of scumbags that prey on the weak and sick. Sadly a lot of the times if they are caught they are given minimal sentences. In cases like this they should be given the maximum sentence allowable.

In communist Europe, the laws were tougher, now that the laws with the European Union are shit. The US still has tougher laws, but I do not agree with the death penalty.
