It's called "The Knockout Game" and it is a game where you try to KO strangers. It has been going on for about 8+ years now, nation wide.

Players of this "game" admit that it is aimed primarily at Jewish, Elderly and Asians, as they tend to be the most vulnerable (Rick Moranis appears to check one or two of these boxes). Nobody wants to do anything about it because the players are protected/favored minorities, so there has been no crackdown.

With policing at an all time low, of course this behavior and much worse is going to thrive, as there was nothing to dissuade them in the past, and it is even further subsidized and therefore encouraged today.
