You do realize that foreign in the context of VAERS refers to the foreign territories of the US along with other holdings such as military bases.

As they note:
- VAERS occasionally receives case reports from US manufacturers that were reported to their foreign subsidiaries. Under FDA regulations, if a manufacturer is notified of a foreign case report that describes an event that is both serious and unexpected (in other words, it does not appear in the product labeling), they are required to submit it to VAERS. It is important to realize that these case reports are of variable data quality and completeness, due to the many differences in country reporting practices and surveillance system quality.
- The "United States, Territories and Unknown" group includes all of the location values, except for "Foreign" locations. Before the December 17, 2009 data release, this group was named "United States and Territories" and the group excluded both "Unknown" and "Foreign" locations.
- The "Foreign" group includes patients from any location other than those included in the drop down list.
Clearly they are not discussing US military installations. Furthermore, one can observe this if he actually studies the database. In fact, VAERS list US territories (ex. Guam) separately in their database from "Foreign". Yet further, it would nevertheless be irrelevant if only discussing US citizens abroad or not because those cases recorded in foreign countries show up under COVID totals for the respective countries (as do vaccinations administered).
"Foreign" makes roughly half of all reports. This ratio is staggering, and grossly out of alignment with all other case reports between all US states/territories and "Foreign".
VAERS is not international dude.
