What do you think he'll do? Do you think Dana/the UFC should be concerned?

As he fucking should be.
Fuckin guy has spent cash on a camp, and wasted money on airfare, hotels, renting cars etc .

Only to have his opportunity snatched from under him, to have a guy from the weight class below him fill in.

It because if Charles and maybe Costa too are out, there is no draw on that card left. Volks is the only one to carry the card in that scenario.

I don't disagree with you, I'm just tryina think what they're thinking. They probably figure they have time enough to hype a better fight so they're jumping on the opportunity. Sucks, but they're all about the $ so.... sorry Gamrot.

My concern is moving forward how seriously do you to take the role of being a replacement now? I guess Dana was too afraid to ask Volk to train for this and assumed it would be Volk V Topuria next and needed rest.

I assume they only wanted him as the backup, because he was probably the only guy who would say yes to coming to the event with no guarantees and weighing in. And had this drop out happened closer to the fight, I do think he would have gotten it. But unlucky for Gamrot it's happened far enough away from the event they had time to get a better seller on a plane and to the area and get weighed in.

Since there has never been consequences of course Dana can do anything he likes. No one here denies this.
