We don't know that Manafort attempted to, as you put it, "work with Russian intelligence to influence" the 2016 election. We know that Mueller has alleged that Manafort shared some internal polling data with Kilimnik. To my knowledge, we also have no evidence that Kilimnik works for or as worked for the GRU. The most I've seen is that around 1990 Kilimnik might have worked for the Soviet army as a translator. Then the USSR collapsed in 1991 and he had to scramble around for work.
