After reviewing this thread and careful deliberation, I have determined that the American version of the FKW is the guy who cycles non-competitively (no cycling competitions, no triathlons, etc.) but rides around your neighborhood in full competitive gear. This was mentioned by a poster earlier, and I fully agree:

it's not that they don't want to, but where I come from if you go out for your bike ride like that you will literally come back home walking on your underwear.
