UFC doesn't make the rules. Take it up with the Athletic Commissions and governing bodies.
The athletic commissions set the rules, not the UFC.
1. The UFC doesn't regulate fouls. But they could certainly revisit the glove issue. It's strange that a 2003 account doesn't understand this.

Khamzat has had 15.
And Fedor had 48.
And out of 145 fights, these men have been eye-poked exactly 0 times.
We then added on to that Georges' 28 fights and Anderson's 45, which gave us a sample of almost 200 fights...

Meaningful change regarding the regulation of fouls will most likely involve changes to the unified rules, which would then be ratified by the athletic commissions.
