I believe they're speculating that he was trying to get the bomb into the music festival (for maximum kills), was denied, and placed it outside of the restaurant nearby. Why was he denied? I don't know, maybe trying to get in without paying,or refusing to let them search his backpack, or in some cases, festivals won't let you carry backpacks, etc.

Guess we'll find out sooner or later. Maybe the back pack guy had nothing to do with it.
