Because he doesn't want to be face up convulsing on the canvas.

Rather, Mac sees no need to wreck a sloppy handed brawler for a fraction of the PPV a rematch with Khabib would generate or a high profile exhibition.
 
Because there are higher paying fights with bigger names on the table, this is obvious.

But he is, he literally said it in the the sit down interview this week. It’s not because he’s scared. he said he wanted to fight Gaethje but pretty much Gaethje won’t keep his mouth shut about the allegations, which would ruin Conor’s good guy PR run he’s on.

I'm sure TS would take millions less to fight someone just because. Gathje doesn't sell.

Gathje's biggest wins are against a 155lb Cerrone and a washed up Barboza.

Alvarez - Title fight
Diaz - Late replacement
Floyd - One of the greatest boxers of all time
Khabib - title fight
Cerrone - UFC legend with many records

What has Gaethje done to deserve that fight? He is a journeyman who happens to be on the rise lately, kinda like Masvidal (less popular version of him)

Conor needs a reason to fight Gaethje. Money, a belt, an impressive knockout of a well-known fighter, something.

Gaethje is a hard fight and no one but hardcore MMA fans knows who the hell he is. And he can't sell a fight for beans.

So why fight him?

And yet he chooses to fight a journeyman with a history of folding under pressure. If Conor wants a title shot like he says he does, Gaethje is the quickest path. Anything else is a cop out.

When you're the money man, rankings mean diddly squat. Look at what Mazvidal did, he upped his exposure to the public, and now multiple interesting fights (Usman, McGregor) are open to him.
 
The worrisome factor to me is Cibor is fresh and wants to fight like every two months. Who knows how long we have him for, if he goes to jail, if he falls off the wagon, and Dana wants the bleeding Khabib rematch which could take FOREVER! Khabib is a notorious very inactive champ, gets hurt, pulls out and will probably want to fight after Ramadan if he does even. That means we get Conor only twice in the year, he will be sitting to his own devices while fresh and it could deteriorate. I say just do something and keep him alive even if it is squash matches. Conor boxing cans is better than Conor looking like a zebra.

It isn't 'avoiding' so much as 'cost/benefit analysis'.
1) Outside the hardcores, Gaethje not that well known. What's the gain in beating him.
2) A fight with Gaethje will be violent. Good chance of a six month medical even if you win. If you want to fight three times in 2020, a six month layoff is bad.
3) Khabib isn't giving McGregor a re-match for title after only one win anyway, so Gaethje isn't a fast trip to glory.
4) He wants to do something no one else has done. Courmier defended two belts simultaneously, to one up McGregor's holding two at a time. Getting a belt in a third weight class is something no one else has done in the UFC.
 
Gaethje has wont turtle up when hit once so there is that.
