My perspective is that it is both.

Personally, I don't think he intended beforehand to make that Nazi salute twice in public.... But I think he admires that salute enough and has done it in private enough that it came out naturally.

Because there is profound and great shame in admitting that because it means you're a despicable person. That's why most people that are anti-semitic keep it hidden and even obfuscate their anti-Semitism with other overt-actions. I was raised by closet racists and I can tell you that they made certain that in public they said just enough things to make sure everyone knew they were not racists but in private they were racists nonetheless.
