I can't say for certain what he was doing. Could be an awkward gesture "my heart goes out to you" which he literally said, it could be him trolling people, or as a lot of people seemed convinced of it means he's a Nazi.

If we are to take it that he is a Nazi, what does that mean going forward? Is the Trump admin going to suddenly start rounding up Jews for extermination? Do you guys actually believe that? What exactly is the implication?

The issue with the Nazi's wasn't that they saluted a certain way, it wasn't about a funny looking mustache, nor was it that they displayed the Fylfot (Swastika) in their iconography, it was that they were belligerent genocidal maniacs.

The strategy is to acclimate people to smaller changes first before escalating further.
