This was an intentional dog whistle and hype-generator, nothing more.

Elon is smart enough yo know exactly what he did. It wasn't some subconscious eruption of his latest nazism. It was a calculated move to stir the pot, head nod to the xenophobic and racist base of the republican party and generate more buzz and attention.

The republican base are too stupid to understand this, and they'll galvanize even more support under the idea that he's now the victim of a witch hunt. The Democrat base are too stupid to understand it either and they'll screech on about how Elon is a not-so-secret Hitler wannabe. The overall effect is more polarization and Elon supporters even more forcefully abandoning critical thinking skills in favour of partisanship.

For me its the fact that the first seconds of the "were not nazis were not even far right" groups tenure is marked by an unelected white supremist from a nazi background throwing a straight armed salute.
