Wtf man? What kind of list is that?
First thing, if you want to be GOAT anything you have to be a champ. You cant be the best welterweight in history if you never held a belt. (I know your title doesnt say champ but the point still stands.) So immediately your list goes down to six possibilities.

GSP is GOAT Welterweight, Hughes is #2.
Noone else is even close.

Your problem is you are comparing fighters from different eras and asking yourself who would win in a fight but thats just fantasy. If you want to compare GOATs you have to look at accomplishments. That begins with titles and title defenses. In this situation thats as far as you need to go because besides GSP noone is close to Hughes at Welterweight.



1. GSP- GOAT welterweight
2. Tyron Woodley- not enough title defenses, boring fights
3. Johny Hendricks- zero defenses
4. Ben Askren (Better wrestling credentials.)-never a champ, never made it to the big leagues
5. Josh Koscheck. -never a champ
6. Thiago Alves. -never a champ
7. BJ Penn - credit for being two division champ but not the GOAT welterweight, just an amazing fighter.
8. Demian Maia (Bad style match-up for Hughes.)-never a champ
9. Carlos Condit (Maybe.)-Interim champ
10. Rory MacDonald (Maybe.)-never a champ
11. Rick Story (Maybe.)-never a champ
12. Darren Till (Maybe.)-never a champ
13. Stephen Thompson (Maybe.)-never a champ
14. Robbie Lawler (Maybe.) -two title defenses, not enough
15. Kamaru Usman (Maybe.)-never a champ
