Yes they are.
I constantly read of crimes being committed with no punishment at all do to lack of police effort or embarrassingly minimum punishment.

A lot comes from California, some other states also.

These happen a lot here in LA

They steal someone's car, then they use it to ram and break into a store where they smash and grab everything they can

People here have accepted it as a fact of life and something you just have to live with. Even if they are caught, they are out the next day to do it again.

Steal car, break into store, loot

Repeat.

dude cops don't catch anybody. the arrest-to-report ratio in the west is INSANELY bad. cops don't do shit in this country. they take $10 billion of your taxpayer money and buy a bunch of new armored golf carts then stand around construction workers fixing potholes all day.

well it does, but not for the reason that dude might think. it's not that liberal DA's and legislators are just letting minorities off the hook for horrible crimes, it's that basically every level of the justice system in this country is either corrupt or incompetent.
