Gore would have won had Florida finished the recount but the Supreme Court ended it, one of the reasons was that it could hurt bush’s reputation.

I also remember a comment by bush when asked why he wasn’t really campaigning in Florida where Jeb was governor, he said something like it was already in the bag.
