DIY - thread

I made part of something and it fits so far. I think the key is I need a better drill bit that doesn't stray from center punch mark. When the hole was crooked, I had to file a bracket to get it to fit. A #8 hole would fit snuggly, but made some #6 holes to compensate for lack of precision.
 
When you use a drill, do you press the bit into the center punch divot then pull the trigger slow or start fast or pull the trigger fast then press into the material?
 
Is there such thing as a hexbit drill bit that's actually a 1 inch length file/rasp? I'd like to use the power drill to file instead of manually filing off centered holes.

Do arts and crafts stores carry this type of bit?
 
Is there such thing as an attachment to a double ended wrench to make one end like a hand crank handle for tight space use?
