This sounds like a combination of CTE (obviously) and substance abuse. The fact he started laughing while talking to police shows he was in an altered state of mind.

The headline makes it sound much worse than it actually is though and based on that I first thought he was intentionally shooting at someone. While shooting into the air from a moving vehicle is certainly a crime, nobody got hurt and he won't go to prison for this. My guess is probation for a year or 2 with a requirement for some sort of substance abuse rehab.
