Any guy with a legitimate shot at fighting for a belt isn't going to feel like a true champion not fighting the true champ. Yes he is getting fucked. If Conor can't make the weight cut and does in fact never intend to return to the division it's as simple as relinquishing the belt.
And if he doesn't relinquish the belt, and never fights again at 145, then the interim champ will be the true champ, as the division doesn't sit on hold until the end of time because the champ left the division and didn't return.

A champ who only took the easy way to the belt and dodged contenders is but a paper champ. He'll have to defend against Aldo anyway if he ever became champ. Is this all that an MMA fighter wants? To hold the belt for a second and lose it again the next fight? That's not what a champion is, and they all know it deep inside.
People who really want to be champion, need to beat all comers. If Frankie can't beat Aldo, then he doesn't deserve to be champ. Beating Aldo is a more legitimate way of being the FW Champ than beating Conor. If Frankie beats Aldo, he'll be the true champion in my eyes.
But you are all still going to buy it and talk about it. Which is the ultimate goal.
