Did Joe Rogan Just Make Up the Rules?

Its not surprising Jake wasn't overly concerned about the refs call.

He had his eyes gouged and didn't complain about it ... to nice at times imo

Rogan was suggesting that the brunt of Matthews teep kick impacted the belly of Flowers, and that on the way down the heel touched the cup, implying that Flowers was faking the groin shot to recover.
 
If you are actually hurt to the body you don't even have the ability to fake a nut shot. The heel clearly landed to the cup.
There was no heel impact. The toes for dug in body. The heel might have brushed the cup on way down. Not an impact to groin. That was a clean shot to body, no doubt.

Is there a rule I'm missing, because this does not say anything whatsoever about 'body first', it just says 'any attack to the groin'. Nothing about sequence, nothing about initial impact, so where has Rogan got this from?

Looking for clarification on whether there's something missing here that appears elsewhere?
He's just saying what a lot of idiots think and regurgitate, anything to be a foul-apologist. When illegal contact happens, it happened. The ref doesn't have to try and balance out what of the legal vs illegal contact benefited more, it was illegal.

The main impact was to the body but the heel brushed the cup while gave Flowers the opportunity to claim that he was hurt by a groin shot and take 3 minutes to recover. Technically I think he's within his rights to do so but it's a bit of a bitch move.
