Controlling and extracting are two different things. We already had de facto control over it being that it's in our hemisphere and we control the sea lanes and Panama canal. Not to mention Venezuela is decades away from extracting anything meaningful production.

We also have a direct land border with Canada who also has one of the largest proven reserves on Earth and is the reason America is an gas and oil exporter now, who was until Trump came along at least, our closest and most loyal ally, who we have been working with for decades on refineries and infrastructure to process their heavy crude reserves.

It flows directly to our refineries in pipes, and it's not across the ocean.
