In reality they should have held a mini tournament with the top 4. Even if DC won, he would have earned it.

It doesn't kill the division. If anything the absence of Jones opens up the division. Then, when he returns, he can fight the champ and the score can be settled. But no matter who the champ would be, they would have got it without having to beat Jones. But they can't just let him hold onto the title while suspending him indefinitely. The show must go on. It's not like the only good LHW fights were those with Jones. So they can still put on good fights. The division is far from dead because of this.
