They shut them down because the conditions were horrific. But then they replaced them with.... nothing. And mental health has been declining here for some time. You combine people living on the edge of poverty where one mistake is game over, with mental illness and substance abuse all with no public safety net. None of this should really surprise anyone. The surprising part is it isn't even worse because people are so resilient.

Problem is getting therapy. Insurances just want to pay for meds
