To be honest, I am not baffled by all the guys they get. At least 30 fighters per year are quite random, and I guess they are here just because they agree to be the B side of a fight against the guy the UFC wants. For example, last year, DWCS had 2 French fighters who are nowhere near the best prospects in Western Europe, but agreed to face Vakhitov and Marco Tulio
Lots of guys didn't accept facing guys like Vakhitov, Tulio, Vallejos. Same as this year, they didn't find anyone for Augen before he got injured
Finding 100 new guys means you find 30-35 great prospects, 30-35 good prospects, and 30-35 guys who are not elite prospects/ near the UFC, and know they are expected to get beaten up
Overall, finding 60+ other good prospects is not that tough: Phumi Nkuta, Amru Magomedov, Sheehan, Riley, Jawany if he beats Shaj, Paddy McCorry, Adiguzel, Nabiev, Chopurov, Yunusov, Pires, Lany Silva, Consuli, Mesquita, Canetto, Marcos flyweight of LFA, bunch of other LFA Brazilians, Joseilton, Kubanza, Talha, Murtazali Magomedov, Tanzilovi, Luke Fernandez, Bulaid, the Brave HW champ, the Slovenian HW, Pink Panther, Novenyi, Hwende, Sekeletu, Canadian Morrison, Cody BW could all make sense, and I don't follow the North American scene but you can get 2-3 champs in CFFC, LFA, Fury FC, Urijah Faber's thing, Combate, Canadian promotions
Once you've done that, Iridium, Ali Abdelaziz, Rubenstein, Urijah Faber, and others will find 30+ Tier-2 fighters who will fight against the killers you scouted
You can also avoid visa issues by having 1-2 DWCS cards in Brazil, Abu Dhabi, Europe
