I don't think that's a controversial statement form Frank's manager. Some of what the UFC does (long term image rights) would be Ali Act violations because legally those are more in line with what a manager does. Not to mention the UFC clearly acted like a manager during May/Mac.Sorry, but this explains everything.

This is indeed very serious allegation, that Dana is trying to represent fighters (in this case, a champion) through intermediaries.
Now, Dana's asslickers will start bashing Martin with reckless abandon.
Also, keep in mind how much managers suck up to the UFC and fuck over their own fighters. There's ample evidence of that.
