The stories of Abraham and Jacob & Esau pretty explicitly depict that a certain degree of Machiavellianism is admirable and beneficial, and that these characteristics of the forefathers of the Israelites were a part of their success.
There are further more extreme shows of deception that WERE punished. So, the Old Testament God condones a certain level of deception as long as there is good intent for the prosperity of the Jewish people, but he does not condone the level of deceit, violence, and vengeance that Simeon and Levi committed.
