In fairness, it does name that Hooper guy further down after the “two senior IRS officials said will probably lead to a delay in issuing the first batch of paper checks.” So I’ll cede you that one.
In my defense the abcnews story I read earlier didn’t mention him and only had the “two senior officials” as the source.
It seems very, very likely someone like Hooper would actually have tangible experience with this printing process whereas the Treasury spokeswoman would be trained in media relations and public speaking and her job is to convey whatever political message her appointed bosses wish.
