Sorry, haven't been watching long enough to know why:

A. Romero misses weight, but still is allowed to fight. He only wins a lesser purse as a consequence. The loss still counts against Rockhold?

B. Khabib missed weight, and the bout gets cancelled.

Who decides this?

Unfortunately, this is not "someone decides".
Historically, it was the fighter who made weight.
However, cheap UFC is trying to force the fighter to fight or they don't get paid (i.e. Vitor and Dodson are good examples).

IMHO this is highly illegal, but until someone pushes back, greedy UFC will continue bullying itas fighters.

I'm actually glad Yoel missed weight because it killed that retarded interim title.

Plus it made all the weirdos here who care more about fighters making weight than fighting cry themselves to sleep <45>
