Because a legal case has to show a violation of the law, a civil one (in this case decided by a jury of 8 women and 4 men) is based on if someone should be rewarded a settlement for damages.

He was not charged because evidence contradicted her claims of an assault. But in the civil case she claimed she didn't remember her slack behavior and turned on the water works. That combined with Conor's notorious reputation was enough to convince the jury she should get paid.

More like men like Conor are protected from criminal charges of rape in Ireland which has one of the lowest rape conviction rates in the world, while in the US he would have been tarred and feathered on the physical evidence alone.
