Just an FYI, Mexico City is already repurposing water (flushing their toilets with water they bathed in) and there is suspicion that they're much closer to day 0 than they're saying. It's the largest City with nearly 10 million people:
Now, of course, you'll find some reason to mentally backflip into being dismissive of this, but without water people die. And they'd much rather risk getting killed crossing other people's imaginary lines in dirt for even the chance of survival than resign to a slow death of thirst and starvation due to crop failure.
