I don't think anyone says they are foolproof, particularly for a close election. And the 2000 election was the closest presidential election in American history. Gore won the popular vote, nobody disputes that. So the only question is the electoral college, or the state votes. In particular, the Florida vote.

Bush won Florida by 0.009% of the vote, so there was a recount. That's when the shenanigans really got started and the lawyers got involved (on both sides). The Florida Supreme Court ruled that the recount should continue past the deadline, then the Supreme Court overruled them. In the end Bush won Florida by less than 300 votes. All of these things are facts.

After the election a bunch of groups did recounts to try to determine who really won. Based on those studies, it's generally accepted that Gore actually won the popular vote in Florida. If you are going to dispute anything, it'd be this. In any case, the Florida Legislature was holding a Special Session, and they would have awarded electors to Bush. So the actual tally of votes was moot. Even if they went ahead with the recount, Bush still would have been elected.

So I guess you could say that Bush won. But in my book, if a guy wins the popular vote and the electoral college (based on popular votes in states), then that guy is the rightful president.

It's not the same thing at all. In both cases, I trusted the vote counts. It's only when you get down well below the margin of error that I start to look at the result very carefully.

Bush won the entire state of Florida by less than 300 votes, that is essentially a tie and I believe that it demands scrutiny. In fact, when they did the recount, the result was even closer than the first time. When they did recounts after the election, it was determined that Gore actually won the popular vote in Florida, and therefore the electoral college.

In contrast, in the 2020 election the difference in Georgia was more than 11,700 votes. That is still close, and deserves a recount, but it's nothing like the 2000 election. And subsequent tallies still gave the state to Biden.

So I don't think the cases are at all comparable. In the 2020 election, Biden clearly won. He won both the popular vote, and the electoral college. And he won even in subsequent recounts. In the 2000 election, Gore won the popular vote whereas Bush won the electoral college. But subsequent recounts indicate that Gore actually won the electoral vote as well.

So I think I'm pretty consistent when I say that Gore won 2000 (on paper), and Biden won 2020. I think it's fine if someone says that Bush won 2000, because he had better lawyers, and the Supreme Court and the Florida Legislature on his side. I can't argue with that. And I accepted that Bush was elected president. As did Gore, who conceded immediately after the Supreme Court ruling.
