LA county's base semi-arid biome climate hasn't changed in ages. Santa Ana winds were always an issue since before Santa Ana was even a name. At best you could argue that "climate change" might intensify these issues.

Climate change, decades long underfundeing of firefighting and infrastructure, people living in areas that are disaster prone, etc. There's no one easy answer or cause.
You don't seem to understand, there was no stopping water pressure from dropping in the Palisades, it's impossible for that kind of infrastructure to sustain during that bad of a wildfire.
