More accurately would be to call it a “corrupt concept” as they use it as a reason for certain positions that they then give to donors and/or people that create a conflict of interests, which we see all the time, yet no one is actually prosecuted.

It is all just a way to create cheap labor (which hurts poor minorities), destabilizes these areas, and most of all, allows them to launder money back to their friends and families (and donors).
